Is a coolant tank optional?

I’ve had one for two years and really happy with it. I do not believe a coolant tank was shown or mentioned in the instructions. I work mostly with aluminum and use wd40.

Does it need assembly before using?

Other than the work stop, which bolts to the base, no. I didn’t install it and probably won’t.

how cleanly, and efficiently will this cut through 4"x1" low-carbon steel stock?

It works exceptionaly well. Select slow speed.
