would these work as a replacement on a older glass decanter stopper? the decanter mouth is larger than a wine bottle.

These are used on a 1/2 wooden dowel. We used them on a craft club project. They might work on your project if there is a 1/2 tailpiece on your wine stopper

What size dowel is needed? 3/8" like the cork ones?

1/2". (often 1/2" dowels are typically about 1/16" oversized which is a good fit.)
