can i use this fill up my 8ft(L)x3ft(W)x16in(H) raised veggie garden,what I need to know will it be too much fertilizer?

It is just peat and sand with virtually no nutrients at all. You would have to add a ton of compost/fertilizer. As for filling your raised bed: 8x3x16 has a volume of 32 cubic feet (CF). A standard 40 lb bag is about .75 CF (depending on contents). So you'd need 42 bags to fill your bed.

Does it have any additives that would be toxic to a tortoise/pet?

I have all sorts of turtles and tortoises on my property. Also dogs. No problems what so ever.

Peat usually is, but I'd recommend your local garden supply or Lowe's etc for soil. 40 lbs turned out to beuch less soil than I expected.
