What sort if paint can be used over the silver that won't chip and will hold up against people stepping on it?

Your best chance for a good, long-lasting finish on a step is to remove the part and bring it to a professional powder coating place. It probably will not be inexpensive. The option is to do a thorough cleaning of the step (even if it's brand new) with mineral spirits, then let it dry completely, then apply multiple light coats of a good epoxy paint - waiting for each coat to dry thoroughly. Let it cure afterwards, not just dry. Remember that your shoes will always have small amounts (or more) of grit in the form of sand, mud and small rocks. Walk enough on your step and any paint is going to be worn off.

How do these mount? With the body bolts or pinch seam like the stock Rubi rails? It looks like body bolts but they don't say.
