Yes, when using the recommended very thin coat. You can easily do the boat 2-3 times if not more.

Will it damage painted hull numbers or painted names on stern of boat?

I can't say for certain, I use mine on a fiberglass travel trailer (Scamp 13 footer), look it up online. It is made of the exact same molded fiberglass as a boat is, has a shine coat on it like a boat and has several labels and decals all over the camper, I slapped it right over the top and it was fine. I think it would be more of a problem if you ARE NOT waxing your boat every year as a protectant - but that would be a problem with any fiberglass product that you don't keep polished/waxed.

I have a couple rub spots on my fiberglass boat from where PVC rubs against it on the dock. Will this product work to remove the dullness?

No, in my opinion & experience. I have a rub spot on my Z118 Ranger bass boat from the wood slip I used during a recent bass tournament. I used Meguiar's Flagship Premium Marine Wax to rub out the spot but it would not do it. I believe that you have, as I do, a blemishing of the gel-coat cover. This will require a repairing of the gel-coat. There are many videos on line that show how to do this. It is not difficult. I don't know for a fact but based on my research to find the best wax for an RV and car in a high UV area, I would say yes. However it's only been 2 months since I applied it. So, time will tell although I feel confident there's isn't anything better out there based on it's ingredients and a company which is reputable and stands behind it's products.
