When I connect it to 12v Source it's led is jst blinking and out put is variying from 0 to 1.5 ....

Read and buy as per your requirement.
Product is ok but not for me. As this product can boost valtage if input valtage is minimum 12v. You can't increase it by giving less than 12 v. You can buy it just rs29 from other sites with 2-32 v input and 4-32v out put..Buy it on Robi.in application for the same.

Perfectly working.
I am using it to run LED headlights, boosting from 12 volts to 18 volts. It boosts efficiently without dropping voltage. The heat sinks don't even get warm for the load of 40 watts, so heat dissipation is also nice.

Overall Good Product But Slightly Wanting In Performance
I have tested the unit with an Input of 12V and Output set at 16V. The Load was 4.5 Amps.I found that at this load, the Output dropped to 15V. That is a Load Regulation Figure of 6.25% which is quite high for this class of equipment. Normally the Output regulation should stay below 1% preferably within 0.5%.So this one is not good enough for critical applications but on the whole a good product for this price.I hope this is helpful.
