I know it has a 20+4 pin connector, but can this PSU be used for a 12 pin motherboard connector?

There are adapters for this, search for 24 on to 12 pin adapters for motherboard

Does it come with all the cords?

The PS comes with all cords but in my case the CPU power supply connector (8 pin) did not work (mounting holes did not match up) so I had to purchase an adapter so the CPU could operate at full power. You should be fine - I replaced a 400W Orion with it and it went in easily and works very well.

Can i set a rx 6700 xt with that power supply?

This graphics card requires a 650w power supply according to AMD. Since this card plugs into the motherboard it should be fine with 750watts but it depends on what else you might be running on the Computer. You may want another 100 watts for a bigger margin of safety.
