is it safe to use out on aporch

It is a low voltage control system. As long as it is sheltered from direct rain it should be ok, certainly not dangerous.

Will this have a problem working in a walk in closet? i.e. will you have to stand right under it?

It will work fine in the closet.

I have a 24v power supply ( not using the power pack) and want to use this product to control a nc or no relay, any idea how to configure and wire?

I don’t own this, but I assume it has black, white and red leads (for AC), DC should be the same. Every one i’ve worked with gets wired like this: Black - hot or power White - neutral Red - switched leg to the load; in your case red would power the coil on your relay.
