Cylinders now meet the UN/USA high-pressure cylinders and are manufactured to UN-ISO-9809-1 and 2 specifications. The industry, for years has been purchasing/using cylinders built to, tested to and approved to a DOT domestic code.  An ISO certified cylinder is a universally accepted cylinder, and as such supersedes the DOT certification and can be filled/used under virtually any governing jurisdiction, including DOT and TC Canada.  Physically they are the same cylinders that have been used for years.  The manufacturing facility is the same and cylinders have the same metallurgy, valves, and safeties. The markings however are different. The stamping layout details the marking scheme of the new ISO/UN/USA. Below is a notice published by DOT several years ago informing the public of PHMSA (Pipeline and Hazardous Material Safety Administration) adoption of HM-220E.  The adoption of HM-220-E allows a shipper to use either a DOT specification cylinder or a UN standard pressure receptacle, as appropriate for individual gases, and circumstances in the USA. Will most welding shops fill these types of bottles and if not where do you get yours filled?  Will regulators fit on conventional bottles?

I've swapped them both out at Michigan airgas or at Purity cylinders for new ones.  Fittings that came with the set fit on replacements.  If your in another country than the United States, you will have to ask the refill supplier if the sizes match up.
