Q: My calves are about 20" and I want to wear jeans with these, will they fit?

Check out Torrids they have "true" wide calf boots also extra wide. Plus there is some with elastic to pants fit better. Don't forget to get clips to hold your pants legs straight and it goes under your foot. For example: size 10 Wide Calf - 19.19 Extra wide - 21.19

Yes, the boot is not as comfortable as I thought it would be though

Q: are these knee boots?

They are under the knee an inch or so. I am warm and I wear them with socks and leggings. Pleanty of coverage.
