Im 11 years old, would this fit in a small?

Yes. Waist Standard Size: about 20.5-37.5 inches(fully stretched). Skirt Length: 15.7inches. You can measure your waist size to see if it fits

I can’t find anything on how to wash this. Is it hand wash only?

I machine washed cold, then hung up to dry.

Im worried about hip size. My hips measure to about 48 inches. Will the inside layer fit over my hips?

No it wouldn’t I’m about size 39 and it didn’t fit
