It doesn’t work .. the pcb given had one pin missing .. .. no batteries given ..

TRAFFIC LIGHTS CONTROL.
I had ordered for this iem for the fourth time as i could not assemble properly.4th time order received yesterday, all were ok.but the capacitor 63 volts 1uf was not supplied instead i found one 50 volts 1uf capacitor supplied.can i use it in the circuit i dont know. pl clarify.ALL OTHER ITEMS ARE GOOD.
