Check with the delivery company, generally you can check back with the Seller who can have the shipper trace them or maybe the PO delivered to wrong address. This has happened to me many times?

No they dont. You can only put stickers on the outside the cup

Do these sweat? could they be used for glitter or fabric diy?

They do not sweat. They are double layered, but completely sealed. You could decorate the outside, but you would not be able to put something between the layers.
