how do you seal up these bags?

There is a adhesive strip across the top. the adhesive allows for the bag to be reopened and sealed again without losing much "stick"

How many times can I reseal these?

I’ve probably resealed mine about 10 times so far. Still doing good.

Does the height of 11 1/8 inches include the flap with the adhesive tape? Does it have a closure flap?

It's 11-1/8" from the opening of the bag, PLUS a 1-1/2" flap that folds forward onto the adhesive. The flap is long enough for normal thickness magazines, but if you have a 200-page issue, then the magazine thickness may keep the flap from reaching the adhesive strip.

Do these fit espn and gameinformer magazines?

They fit my Sports Illustrated magazine well. You might compare your magazines to the size of Sports Illustrated.
