why does the driver outputs 17v to each of the motors when there's a 24v supply connected? Thanks for any help.

This is dependent on the spec of the motor being used. As long as the maximum continuous current is less than 30A, then it is safe.

No, both channels or two different motor drivers cannot be connected in parallel as the output phase is not synced. This might cause a short circuit and damage the motor driver.

Does this need any kind of high ampreage fuse from battery terminal for protection?

There is no harm adding an extra layer of safety precaution.But that's not mandatory as the MDDS 30 does come with over current protection.
