I am buying it for elderly person who cant get up once felt. I want to know if matress can get inflated from scratch with person laying on it?

The intention of this mattress - or any inflatable mattress - is to be slept on once fully inflated, not to be a rescue device for someone if they fall down. It would be risky to try and inflate the mattress with someone already laying on it. It can cause the motor to overheat and stop working at the very least. 
Someone who is elderly and has fallen, and doesn't have the ability to get themselves back up again should be checked out by EMS personnel, or a nurse, or someone with some kind of medical knowledge.

My name may say "Jeweler's Granddaughter" but I also spent 17+ years working in surgery, as a Certified Surgical Technologist, with many different surgical specialists including many orthopedic surgeons. Hip fractures in the elderly who have fallen is a serious problem, and needs professional evaluation. If you're looking for some kind of help for this individual, it's probably best to consult the person's doctor, or a home nursing service, or something along those lines. It's possible that if the person falls, it may happen out of reach of electricity to plug in a mattress anyway, especially if they are alone.

Besides, I fell in my bathtub last summer, and being disabled, was unable to get back up out of it again, either alone, or with my husband's help. We actually tried what you intended, and it didn't work at all. It was quite a failure, even though the intention was good. We ended up having to call for help, and I have a permanently damaged shoulder from the fall.
