I want to strap this to my motorcycle luggage rack are there 2 or 4 anchor points? If there are only 2 is that enough to strap to my bike?

There are 4 points. Hefty plastic rings, 1 at each end of the bag where long strap is connected and 1 each on the each of the two sides of the bag where the double handle joins. It would work very well on your motorcycle.

Is the outside pocket waterproof?

The outside pocket is mesh, unfortunately it is not waterproof.
