Unfortunately no, however if you are lifting in the USAPL at the local or state level, equipment only needs to meet the technical specs. It's a good idea to check with your meet director ahead of time, but that's according to their rulebook. Schiek is approved for other federations, such as USPA, at all levels.

Did everyone receive one or two? The description does not say. I ordered this and got one. $23 seems pretty steep for just one.

I actually got two sets of wraps (4 wraps) when I asked for two on the quantity, I returned a set. When I tried to purchase them through Amazon, I ended up at a supplier website. I ordered through them. A weightlifting website, I can't recall the name. This was in 2011.

Would the 24" fit a female-sized wrist?

Yes, although the smaller the wrist the more you have to wrap around making it thicker.
