This backpack has an external size - ~15.7" l x 11" w x 8.5" d most airline requirements are 18x14x8, so why say this is too thick under seat?

Because it’s 8.5” and maximum thickness is 8”.

Is it rain resistant? Will my gear get wet if this bag gets rained on?

It will shed water to a point, but the zippers aren’t sealed. This model is square and boxy. I have this and the Pillbox, which is a better option for cameras because of the form factor. While it’s larger, it has a better center of gravity and rides better.

Let's ask this a different way, are you telling me that this pack won't compress down a 1/2 inch to go under an airline seat?

I guess it depends what you are carrying, but as far as I'm concerned I wouldn't try to fit it under an airline seat.
