Is it safe to use in Bee Hive boxes?

I don't see why not. I raised bees many years ago and used similar types of glues to build my hives with no problems. Once this stuff dries it will have a better bond on the wood than the woods natural bond. Done correctly the bees will never have a chance to get to it.

Would it bond two sheets of cork?

Yes, I think it will. Cork is actually a very porous lightweight wood. You might consider a sheet of 3/4" plywood with some weights to prevent warping as it drys.
