Will the screw near the Quick Release rust?

No, They are made of stainless steel。

Is the saltwater the problem? Or is it the chlorine?

Given enough time, salt water will corrode any metal. I haven't had any problems as of yet and it's been soaked quite a few times in salt water. Rinse it in clean water after use
