I have a fish pond, some 500 gal, with mollies, goldfish and pictus catfish. Can the thermostat setting be chg'd to come on, at say 40 deg?

As the customers stated, no, you cannot set this like a heater. Your mollies and pictus cannot be housed outdoors over winter, although the goldfish can be.

At what temp does it turn on and off?

My best guess is 32 degrees is the point of On/Off. So under 32 it turns on until it goes above 32 before it turns off. It does do its job. The only thing I do when we have wind issues is put up a wind break of sorts, because no matter how the Egg works if its extremely cold the wind will still ice over the pond.

The ice has already frozen. Can I put the rock on the ice while plugged in and wait for it to melt though?

No. I have had customers try this. It does not work. Boil some water on the stove and pour onto the ice until you melt a hole to float the heater in.
