Q: what are these made of ,,, what is "special" steel?

Only that they are carbon steel rather than the much more common stainless steel. High carbon steel is easier to re-sharpen than typical stainless but it rusts fairly easily, something to keep in mind if you use them around water (steam from a hot shower, etc.). So the steel is not really special at all, just an uncommon choice because it requires extra care to maintain them.

Q: Which country made this clipper?

it is made in Japan. I have had it for about 5 years. Still works great.

Q: Do the clippers without the case have a rectangular hole at the bottom with a circle above it?

The clippers have a circular hole at the non-cutting end. There is rectangular hole with a circle above it. The circular hole is approximately just less than 1/2 a centimetre in diameter.

Q: How often do you need to sharpen these clippers?

I have never sharpened, nor do I think they will ever need sharpening , unless they are mis-used. These are best clippers I have ever owned. NOTE: there are 2 sizes: 1. small for pocket carry. 2. Large for toenails.
