Q: Will this work with my snow joe sun joe spx3000 2030 psi 1.76 gpm electric pressure washer, 14.5-amp ?

Yes, I use it on my Sun Joe SPX-3500 with 2300 psi with no problems whatsoever, so, it will work with the SPX-3000 wit 2030 psi.

Q: Are the bristles on the orbital hand wand brush soft enough not to damage the decals on an RV camper?

The bristles are relatively soft and should not damage the decals on an RV Camper. The brush bristles do not rotate so the amount of brush pressure placed on your decals is up to you to apply. The cleaning process on the hand wash brush is primarily controlled by the two rotating sprayer heads inside of the head of the brush. I believe if the spray from the rotating sprayer heads is left on the decals for too long a time it may damage the decals. The brush bristles themselves will not harm the decals.

Q: Will this work with a ryobi pressure washer?

I used it with my Ryobi electric pressure washer, but I did have to buy an M22-14mm X 1/4 inch quick connect adapter to be able to plug it into the end of the gun (where the sprayer nozzles plug in). It worked great.

Q: would this dispense cleaning chemicals while operating?

It does not deliver cleaning solution during use. I personally tested this yesterday. They have a special top for the sprayer that is the only tip that will deliver cleaning solution. I was a little disappointed that it wouldn't.
