Q: Does the jacket have any shine to it? In some of the pictures I looks very bland / dull.

To a Yakuza/Ryu Ga Gotoku fan, It almost has the Shine as it is made of cloth, but it is Very flexible and detailed to exact of Majima's Snake-Skin Coat, it is Very well done by the Tailor who made it, Although the Front pocket isnt real... as Making it out of Rattle-snake Skin is Pretty Hard to do and probably Very Expensive

Q: What does it mean by being made of uniform clothe? Is it like scrubs fabric or is it just saying its cotton?

its made of cotton so it can be flexible to move around in as like Majima Goro from the Yakuza\Ryu Ga Gotoku series, although Majima's is Made of leather and it would basically restrict movement in real life... but it is a Very well done designed jacket, it is perfect for a Majima cosplay..
