Q: Are they plastic reeds or wooden

Hi Oliver, they are cane reads with a plastic coating. They are intended to avoid drying out during a rest. I was recommended to try these by a pro who plays tenor and alto for gigs - the reads don’t dry out so no warping or squawking!

Q: do you have to soak these reeds in water before using them?

No; the plastic coating will stop the water penetrating. I usually moisten it in my mouth, but that's just force of habit: I don't think it makes any difference. However, a Plasticover reed will play harder than a moistened cane reed of the same strength number, so you will need to experiment to find the best strength - maybe a half or a whole number less than you normally use. I use this reed when I need consistency "out of the box", but if you like to adjust your reeds, then you would remove the plastic coating, in which case there's no point.
