This skirt is exactly as pictured, I like using the drawstrings rather than the velcro though since it’s a bit tight. My waist is about 28”. Some reviews say the Velcro is weak, I found the Velcro to hold strong even though it’s tight. Doesn’t have a bad chemical or fish smell like I saw a few hoop skirts from amazon are reported to.

I got this to go under a full length bodice for the Renaissance Festival. It works great and gave fantastic body to my skirts. However I found the wait to be a bit small, I'm 5' 7" and 145lbs and the velcro closure for the waist did close but was a little tight. I was thankful to also have the ties to help keep it secure. I noticed after one wear that the seams on the back was ripping, which was disappointing but it also wasn't super expensive so I wouldn't expect high quality. Overall I'm satisfied with the purchase and it works for what I need.

my skirt was full, but i needed to adjust the cage on the hoop skirt and it was perfect. make sure you're skirt is long enough to cover the whole hoop skirt
