No, a few travel size bottles will fit. If you tried to put in a full size bottle it would take up the entire bag.

Q: Can this be used as a emergency pack?

Not sure exactly what you mean by emergency pack, but it is very spacious and I just keep mine packed. I believe I have a towel(camping fit), wash cloth, body wash, toothbrush, toothpaste, hand wipes, body wipes, Clorox wipes, tissue(on the go roll) lotion, nail clippers, and tweezers in mine. So, yes, it holds a LOT and the hanging Hook is sturdy.
