No not glass not sure what it is but I've had no issues so far. Very adjustable.

Q: Does the blue glass have better vision only during the day or does it help or hurt in the night or darkness

I'm not sure of your question. I have been out at night when it is dark. I can only see what is lit up behind me. The mirror does not improve night vision from behind. I don't notice a glare from bike riders from behind with lights, but when cars pass, the lights are pretty bright in the mirror. I bought this mirror because I felt it would not break if I hit other objects with it and I liked the shape. I'm starting my second season with this mirror and not looking to replace it like I have other mirrors.

Q: If I want to mount this mirror under the bar on left side do I need to buy a righthand mirror?

My left smaller armed barend mirrors arm articulates to either the topside or underside.

Q: Will this fit on the rei cty 2.2 e-bike?

I don't know this bike, and I cannot give you a definite yes. You may need to check the diameter of the end of your handle bar (check the dimensions in the ad). Also, if the end of the grip is not separate from the rest of the grip (i.e. it is a one piece grip), you may have to drill a hole in the grip to install the mirror.
