It's light and dusty, so I would think so, but can't say for sure. Sorry.

No, I would not recommend this glitter for candle making. This is beautiful glitter, but there is no indication that it can be used for that purpose, so it could melt with the hot wax and emit toxic gasses. You need a bio glitter, which indicates it’s appropriate for candle making.

Image you could if very well mixed.

Q: can this be used to make outside of fake candle glitter and how would you make it adhere?

I would get clear glue ,brush thin layer onto candle and roll candle in glitter.
