No it needs built but was easy enough to build and is solid . It was a good buy .

Q: Are all cushions machine washable

I have a very similar chair and have machine washed, they turned out fine

Q: Does it lock into each recline position?

It locks into one position due to fixity of rear back element, however it rocks, so gives impression of recline... You shouldn't feed baby in recline, and you shouldn't fall asleep with baby full stop
