Does this hold a shock mount?

Yes. It holds any of the shock mounts I use: Blue Radius, ADK, AKG Neumann and several others and have no issues.

Does it come with the clip? (Meaning the piece you actually attach to the microphone)

Does not come with a clip. Be careful not to over tighten, it strips very easily. It will strip and make the stand useless. In this case you get what you pay for.

What is the lowest height it can be set at?

If you angle the boom you can position a mic on the ground if you needed to.

How wide is the base? I don't see that measurement.

14" from one tripod leg to the other. The tallest it will go is 28" (with no mic clip).
