What tools are required to install this with washer plate?

Thank you for contacting DIY Repair, after research the Universal Washer Spanner Wrench TB123A (Approx. 14"L x 2 1/2"W x 3/8"H), this wrench is used to remove and install washer tub retainer nuts. The spanner wrench have a greater torque than the usual plumber's pipe wrench and it is easier to use. Kind Regards DIY Repair

Hello, is this part necessary? Doesn't my current washing machine already have one?

If you're buying the washer plate it already comes with once you don't need to purchase separately.

After I wash a load of laundry, i notice the spinning thing laying to the side at the bottom of the washer, will this fix it?

not sure what you mean by “spinning thing” If you are talking about the washer plate then this will not fix it. You will need a new washer plate
