My copy can shrink wrapped but the top lid is not flush with the bottom half. there's a 1/2" gap at the bottom. is this ok?

That gap is to be expected. Once you punch out the tokens and place all components in the designated compartments, the top will fit flush to the bottom.

When should this be played? At a certain point in the base game or after completing the base game?

This is a standalone game, separate from the original game. As such, you can play it at any time. If you played the original game first, you can use it as an extension of the game, or, if you play this first, you can use your gameplay to dovetail into playing the original game. There is no actual crossover in gameplay stories, though.

Is this the updated 2nd printing or the original?

I just got mine today (9-15-2021) and it is the second printing.

Is this expansion compatible with Gloomhaven Jaws of the lion?

If you also have the Gloomhaven base game, yes. Forgotten Circles is an expansion for Gloomhaven, not an expansion for Jaws of The Lion.
