Does this fit the IPhone 13 Pro?

Any smartphone will fit as the clip jaw opens...however an ipad would be too large. The jaws are rubberised so grip the sides of the phone....the brand and model are irrelevant it's a universal fitment.

Can this be locked in a loose position (to slide phone out easily and regularly?) or only tightly?

It is spring loaded so all you have to do is spread the holders and pull the phone out, spread them apart again to put the phone back in. Easy to do yet enough resistance to hold the phone securely in place.

Does this fit the compact light tripod?

Yes it does, in both portrait & landscape mode!, in fact any tripod or static fixing with a quarter inch 20 tpi screw thread!

Will my iPhone 12 Pro max fit?

Yes, iPhone 12 Pro Max will fit with or without a slim case. More substantial cases may not fit.
