Do the wheels retract?

No they do not. The shoes come with a flat plate that you can put in place of the wheel if you want. They actually come with the flat plate in place and you have to remove it to put the wheel on.

Can a 11 year old wear this if she in size 9

yes I don't see why not , my daughter was in a size 7 womens and we ordered big kids size 6...box said womens size 7

Do big kid mean adult size
