It will not function well at all as a refrigerator.

Why is the green version less than half the cost when they are nearly identical?

To be honest, the only reason I could come up with after reading both descriptions is this. The Executive Edition is laser cut wood on a brass rod that gets inserted into a solid wood base. The wood has to be cut by a CNC machine where as the plastic of the cheaper one is molded. No waste either for the plastic because any sprues or over mold gets recycled into more plastic to be reused again. The wood, once so many pieces are cut out, the leftover wood is unusable and has to be either discarded or used for firing heaters or furnaces. Brass is a little more expensive than the stainless rod used on the plastic one. The bases they sit on, the wooden base has to be turned on a lathe where as the metal base is either molded or turned on a metal lathe but the metal is easily molded into a rod to be turned to its proper diameter and cut to length. When you turn the steel rod, the waste or shavings are recyclable into more metal. When you turn a wooden base the shavings are not recyclable and have to be discarded. That is the only answer I can think of. Basically, cost.

How much noise/sound does it make when it spins? I sit in very close proximity to coworkers and need to be mindful of sound

None if any. Probably just the noise your hands make when rubbing them together.
