I know the rail can be cut flush to the cabinet, why do they make it longer than the cabinet?

Hazarding a guess here but I think it is to allow for multiple configurations of cabinets and stud locations using a standard-sized rail. In my case I hung 3 24" cabinets and needed only 2 rails for the span. I could have cut off the extra few inches but where I placed the cabinets I needed a little more rail to reach the last stud.

do these have to be hung up? or can you just place them directly on the floor? trying to find a sturdy option.

Yes they need to be hung on the wall as that is where the support is built into the units. You could attach the hangers to the wall so that when the cabinet is hung on the wall it will fall into place close to the floor, but you'd want to make sure it is at least 1/2" or more above the floor so the weight of the unit does not contact the floor prior to the support hanger being fully engaged to support the weight.

Are the shelves adjustable?

The top shelf with divider is fixed but the other 3 are adjustable

Can this cabinet stand alone?

It is not designed to do that. The doors go all the way to the bottom of the cabinet and would drag on the floor. In order to use it stand-alone you would have to have some sort of frame or structure for it to sit on.
