Q: How do you change the sizes? The plastic tack seems to be stuck?

There is a 'thumb" rest on the tool which is the "lock" for the pivot point and used to tighten the selected measurement. Use your thumb and gentle push the thumb rest. The thumb rest - pushed one direction tightens the pivot point and pushed the other direction slides the thumb rest off. Be careful removing the thumb rest because the plastic pivot point may fall out, then the hunt begins - I try place my hand under the pivot point so if it does fall, it fall into your hand. If it doesn't fall out, you gentle push the plastic pivot point out and select another hole and reassemble the thumb rest.

Q: Does this come with a case?

This comes in a cardboard box but does not come in a case. That you for the suggestion. We will consider this for the future.

Q: Does the cute instructional card come with the dividers?

This is not a "divider" but a proportional tool used to enlarge or reduce an original. Within the device are pivot holes to adjustment the pivot point to permit the user to select the enlargement/reduction of the original. Measure the distance between two points on the original with one end the the other end reflects the size on the new drawing to maintain the correct proportion in the drawing being drawn.
