Do you have to prime or treat this grill prior to painting? i want to paint it to match my jeeps oem paint. do i need a primer? anything special?

Not that I’m aware of since I left mine black. If I were to paint it I would prime it unless you buy plastic paint.

Would this fit a Jeep Patriot 2016 ?

Hi there. No. I had a Jeep Patriot before my wrangler. Patriots have rectangular fog/blinkerlights while wranglers have circular ones in the front. You will have a huge gap where the lights are.
