Where are these made?

The d-ring hangers and screws are both made in China.

Painting weighs 15 pounds. the d-ring hanger supports 10 pounds. 2 hangers = 20 pounds? can 2 d-rings hold 15 pounds?

Yes they can hold that weight. You could always use a longer screw if you had the room. When stringing my 40x30 inch paintings I use a longer screw. Otherwise I use what's in the package. You will find them every bit as good as big box D rings.

can you drill these into a MDF frame?

Yes you can. However, because MDF tends to be a heavier material The screws that are supplied with the hangers may not be sufficient in holding up the frame. I would recommend using the appropriate size screw for the thickness of the MDF. Use a much smaller drill bit and let the screw enlarge the hole as it is tightened. Do not over-tighten as the screw will strip the hole in the MDF. Good luck !!

how deep are the screws? I have a board that is 15 mm deep and I need to make sure the screw doesn't goes through.

Of course you are aware that your 15 mm is just about 15/32" (or close to 1/2 ").... I don't know what screw you will use but certainly it don't recommend attaching picture hangers to a picture using any small screw under 1/2 '"(which is what those screws measure, if not a little smaller,) unless it is really a small frame.. I use bigger screws with those hangers most times, because I use them for larger, or medium size frame.. I use small screw eyes for small frames.. What I do, for large frames, which have minimal frame profile, is glue a piece of other substructure(lattice ) to the wood, where I want to attach the hanger, so that it will make it at least 3/4" to1" thickness and then use a larger screw ...Hope this helps :-)
