Q: Is this big enough to get in a 1.3 kg chicken?

I would recommend the 8 litre cooker then it's not ever a squeeze to fit in even a big chicken. I would guess a 1.3kg chicken would fit in this pan but I always use the bigger one to cook a chicken.

Not sure what you mean... however, there's plate which is placed in the bottom of the cooker to stop direct contact with the surface. The basket has a divider which can be used to cook different vegetables simultaneously.

Q: Does the top have a rubber ring that needs replacement every so often? How silent is the whistle, my wife monitors the number of whistles!

There is a rubber ring but so far in the 5 years I’ve had the cooker I haven’t replaced it and it’s still like new it’s very silent not like conventional pressure cookers there is no whistle but two red lines when both red lines show the food is cooked
