Can these strings be used on a 3/4” guitar?

Yes they will work on 3/4 guitar. Ignore the guy talking about steel strings, nobody should ever use steel strings on a classical guitar or nylon strings on a steel string acoustic, I don't care how much you adjust your truss rod. This is Guitar Maintenance 101 here.

Are these a light tension? (suitable for antique parlor guitars?)

I put these on a steel string guitar to give it a more mellow sounds and they feel better to play. The tension feels light to me but the sound is great. I don’t know about your specific situation but I do recommend them.
