The tape is there to stabilize the canopy. It keeps the sections evenly spaced so the dips stay consistently separated. That way they hang evenly even when the wind is blowing.

what's the best way to cut the wire cable?

Only way to cut it is to use a cable cutter, otherwise is is very hard to cut. I rolled the extra and tied it onto the cable.

My pergola is 12x16, should I buy 4 of 4x12 or 4x16?

The question is whether you want the shades to hang INSIDE the outer beams or not... My pergola is 11 x 7 inside the beams (12x8 pergola) - and I wanted the shades to hang as high as possible, so I got two 3 ft. shades.... It also gives flexibility, because my wife likes the sun on her more than I do, so we often only pull one of them. Be sure to measure your pergola, and don't just rely on the advertised measurement.
