I would say yes but maybe screw rather than glue so easier to replace.

It's a firm but flexible sponge-rubber - it's not going to take the weight of a fridge without it being highly compressed.

Can this producr be used to quieten my outside pool pump?

I used this between loft boards and a frame and then additionally between that frame and another one which supported a small heat pump for generating hot water. Previously the heat pump had the frame mounted off the roof trusses but it transmitted noise through to the bedroom. Now it is quiet, but I do now have three levels of isolation.
