Q: Are these perennial? If not do you start them inside? What zones are they for?

I'm in Zone 7. They reseed if you let them and some root in if you let them die back. They have a long tap root. The seeds need a cold storage (vernilization) so I seed outdoors in Autumn for Spring blooms in June. No need to start indoors. Direct sow in soil. Poppies do not like to be transplanted from pots into the garden.

Q: Are they hardy for zone 8?

I am in Zone 7b and I vernalized them in my garden over winter. They are lovely. But, they need a cold period to bloom. Either over winter or in the freezer for 6 weeks. They bloom for me in mid-June and self seed here and there once initially planted. Great for hot dry neglected areas. Good luck. My advice plan for seeds next season with a Fall planting or buy a poppy plant from a nursery.
