Yes,it's IP67 grade waterproof. No problem for outdoor fence use.

Q: Does this come with a plug? Your support said this is what I needed to power the stair lights, but I just see the bare wire ends!

It does not bring a plug. One set of wires goes to power source, the other to your lights. This is a transformer to change voltage from 120/240, to 12V for the lights.

Solid product, just needs some tweaking on the connection wiring as far as ease of stripping

So far so good...I would have liked for it to be a little easier to strip in order to connect the ends but I know that is being a bit picky...I will update depending on how long it lasts.

I used this to install led string below the kitchen cabinets. The device works perfectly. Higher wattage helps with adequate light and option for extension in future. The device is slow to respond when switched on, I guess some slow capacitors there, but the delay really does not matter. I love it when compared to other products I have used in past. Would certainly recommend.
