Q: Is this bag shiny or matte?

It is a little shiny (I got it in brown) but not glossy.

Q: I have a 14.1 inches laptop. Will it fit inside the bag, together with the charging cables and other items women usually carry?

If you mean a length of 14.1 then no. My lap top length is 11 and fits with cables but it's a bit of a squeeze. In addition the handles are thin and uncomfortabe when any weight is in the bag. It's a great bag for day to day but I can't use it to carry my laptop as intended. It does fit my iPad quite comfortably. Regards
