Does this "Water rowing machine" come with the water or do I have to place it in water?

You will add the water. It will come with a funnel and some anti algae tablets to add to it that should last up to 6 months. Holds about 2-3 gallons at max capacity

New to rowing. Does the water level determine the resistance? If you need to change resistance i.e decrease it, what do you do?

You can add/remove water to change the resistance, but obviously that's a huge pain. The answer I've read elsewhere is that the "right" way to change rowing intensity is to change your pace (just like you would in a real boat). I keep the water at the max level and just row faster for more intense, which has worked just fine.

Is this long enough to be used by someone who is 6’4”?

The advertised max inseam is 38" not 49". The 38" also does not take into consideration that you will be wearing shoes when using the rower. Thicker soles will quickly shorten that inseam. Also, the foot rests pivot by 3-4 inches which will shorten the available inseam. I have a 36" inseam and find that I can only full extend my legs when I've removed the rubber stopper plate from the rail and restrict the foot rests from moving. However, you have to be careful not to strike the back support plate with the seat carriage wheels or you will crack or damage them.

Can you store it upright while water is in it?

Yes, the rower can be stored upright with water. We recommend for it to be placed upright against the wall for storage.

The machine is fully manual

It is a very good machine for home use. The monitor is battery operated (2AA batteries provided) and unfortunately doesn't have a switch to switch it off, therefore the batteries need to be replaced every 4 - 5 days. Good value for money.

Leaking unit, the replacement sent leaks, too.

I have had the device delivered and was surprised how well made it was. Really impressed. Unfortunately, the drum was leaking badly during use. I had a replacement sent after 3 weeks and same issue. Maybe the batch in UAE was kept outoors for too long and plastic started to crack? Awaiting pickup for refund but, Amazon is not in a hurry. Ordered a Sky Land equivalent and although it is a bit cheaper in quality, a lot of the parts are the same (drum, seat) and it seems to be ok.

No manufacturer warranty in UAE, Water tank leakage

Overall, a good product at this price range. However, water leaks while rowing when the tank is filled till 3 (max is 6). If this problem is taken care of, then this product is perfect for home exercise. Further, there is no manufacturer warranty. Although, they sell it thru Amazon in UAE. There is only return. This is a big bummer. They can't fix the water tank leakage issue.
