Q: I purchased this and it looks very complete for severe injuries. But there are no instructions for using the supplies. Is this available?

Look up Combat life saver courses, if you don't know how to use this equipment then you shouldn't buy it you will do more damage than goodthere are no simple instructions to dressing combat casualties

Q: Is there any way to get the red handle switched out for black?

Your best option would be to just buy another bag of your liking and transfer the contents. Although, the red handle is there for quick identification for you or others in a trauma event. It’s wise to have this thing stand out when you need it most and it’s buried in your bag.

Q: Are these regulated for shipping abroad? In other words: can i ship this overseas?

All laws pertaining to what is allowed to be shipped and where are public record. I'm just some guy who bought a first aid kit on the internet I really don't know why you think I would have looked into that.
